In accordance with the provisions of Art. 11 of Law no. 239/2008 on transparency in the decision-making process, as well as p.15, p.16 and p.23 subp.1) of the Annex to Government Decision no. 967/2016 "On the mechanism of public consultation with civil society in the decision-making process", the City Hall of Țipala Commune, Ialoveni District, announces the organization, starting from November 5, 2025, of public consultations on the following draft decisions: On the approval of the budget of Țipala Commune for the year 2026 – in the first reading; On the approval of the budget of Țipala Commune for the year 2026 – in the second reading; On the approval of the list of services provided for a fee by the City Hall of Țipala Commune; On the approval and implementation of local taxes for the year 2026; On the establishment of tax rates on real estate and land tax for the year 2026; On the change in the use of privately owned agricultural land; On the permission for the development of the Detailed Urban Plan for the location of agricultural infrastructure. The draft decisions on the approval of the budget of Țipala Commune were developed in accordance with: Law no. 436/2006 on local public administration; The law on public finances and budgetary-fiscal responsibility; The local public finance law no. 397/2003; The methodological set regarding the development, approval, and modification of the budget, approved by Order of the Ministry of Finance no. 209/2015. The purpose of these projects is to ensure the necessary regulatory framework for regulating the financial side of the local budget (income, expenses, balance, sources of funding, debt ceiling of the administrative-territorial unit, etc.) in order to efficiently exercise the functions of public authorities in the budget year 2026. The draft decisions regarding local taxes and fees were developed based on: Law no. 436/2006 on local public administration; The Fiscal Code no. 1163/1997, Title VI and Title VII, Ch. 4, with subsequent amendments and completions. The purpose of these projects is to execute the local fiscal policy by establishing the taxes and fees that constitute the main resources of the local budget.

Today, the mayor of the commune, together with the contractor who will carry out the development and rehabilitation works of the access road to the House of Culture, has planned the start of the actual construction work, including the mobilization of workers and special equipment, as well as the storage of materials on site. Up to this point, the sewage system has been installed and assembled, and now the final stage of asphalting will follow! Soon we will have a pleasant access route to the House of Culture.

The national program “Europe is near” brings direct results for our community as well! Dacia Street has been included in the list of 88 additional projects approved by the Government of the Republic of Moldova (Phase II). Thus, residents, business agents in the industrial park (the former cattle farm), and parents taking their children to kindergarten will benefit from the complete rehabilitation of the road surface (1.05 km). The value of the project is 4,677,931.38 lei, of which 4,627,034 lei will be covered by government funding, and the rest represents the community's contribution. This important step is part of a broad national program through which more than 220 localities will have modern, safe, and accessible roads.

Today we are continuing the maintenance work. Following the dismantling of all the pipes, the following conclusion was reached: 17.5 meters of pipe are rusted and urgently need to be replaced with new ones. The water level is low at a depth of 204 meters and below, so we will replace and add new pipe and lower the pump to a depth of 235 meters. Afterwards, it is also requested to replace the pump with a new motor according to the newly modified parameters. All expenses will be covered by the municipality.

Today, modernization work began with the replacement of the pump, including the motor, at the Artesian Well of Jumir Sergiu - Cotorobai Vasile. After removing all the pipes, we will determine the water level and, according to the technical characteristics of the well, we will install a new pump! We are making efforts to have running water, but our advice is for all consumers to use water rationally.
